Especially with all the ghosties that inhabit the local towering mausoleum and shit! Ghosties that possess people, make them fight, say mean things, etc.

And to think, that even a mighty Gyarados can be scared shitless by an unknown phantasm. Especially if it mocked you in front of your Master as well.

And you ask, what could be worse than Team Rocket?

I dunno, Team Galactic was pretty bad (terrorists and a megalomaniac who aimed to remake the world in his image). And even if they didn't succeed, Team Plasma HACKING INTO THE POKEMON PC DATABASE and readying themselves to release all the stored Pokemon in the world would've been pretty cataclysmic too.
